Provincial funding drops in Goderich, across Huron County

HEATHER BOA Bullet News Huron GODERICH – The Town of Goderich will lose $41,300 in general funding from the province for 2013, according to a memo from the town’s treasurer.

Judy Kay told council it will receive $1,549,400 under the Ontario Municipal Partnership Fund (OMPF), which is 97.4 per cent of its 2012 allocation.

Larry McCabe, who is the town’s clerk / chief administrator, said $55,000 represents a one per cent tax increase, so the loss of $41,000 would need to be offset by a 0.75 per cent increase in taxes if all other revenues and expenditures were equal.

At the same time, the province is increasing funding to offset the costs of court security for the community that hosts the provincial courts. Funding increased from $4,000 in 2012 to $8,100 in 2013.

The province said 2013 is a transitional year, with most communities receiving at least 90 per cent of the previous year’s funding. The unconditional grants will be phased down to $575 million across the province in 2013. The program will be restructured in 2014.

The province says the decrease is a result of responsibilities that will be uploaded, such as court security, prisoner transportation costs and the social assistance benefit program.

Here is a list of OMPF grants to other municipalities across Huron County: Township of Ashfield-Colborne-Wawanosh – $939,200, which is 96.7 per cent of previous year; Municipality of Bluewater – $1,000,300, which is $93.8 per cent of previous year; Municipality of Central Huron – $2,105,500, which is 96.8 per cent of previous year; Township of Howick – $1,247,500, which is 99.8 per cent of previous year; Municipality of Huron East – $3,066,100, which is 95.9 per cent of previous year; Municipality of Morris-Turnberry – $1,473,300, which is 99.9 per cent of previous year; Municipality of North Huron – $1,456,600, which is 97.8 per cent of previous year; and Municipality of South Huron – $1,975,600, which is 96.7 per cent of previous year.

    It will be interesting to see which municipalities try to recognize the offsets from “uploading”- and which use the decrease just to hike the mill rate….

    It will also be interesting to see if municipalities are now forced to start trimming fat in order to meet their needs and how far that may go?
