County’s HR director on ‘non-disciplinary administrative leave’

HEATHER BOA Bullet News HURON COUNTY – Another top administrator in Huron County is on non-disciplinary administrative leave, the county’s warden announced today.

Darcy Michaud, who is the county’s human resources director, is off work with pay until further notice as of today, said Bernie MacLellan, in a phone interview with Bullet News Huron this morning.

The county’s chief administrative officer, Larry Adams, and its treasurer, David Carey, have been on non-disciplinary administrative leave since a special council meeting held on May 29.

“The direction that was given to the warden at that time was based on information to proceed as I saw fit,” he said.

Michaud could not be placed on non-disciplinary administrative leave at that time because he was already on sick leave, MacLellan said.

“You can’t put someone on leave when they’re already on leave,” he said.

MacLellan is meeting today with auditor James Hoare of Hoare Dalton Litigation and Valuation Services, of London. According to its website, Hoare’s areas of expertise include business valuations, goodwill value calculations and damage calculations.

MacLellan expects a draft report from Hoare will be available for county next week.

“If I don’t learn any more this afternoon, I will have a lot more answers next week,” he said.

The summary will allow county council to make a decision, he said.

MacLellan said there have been delays, which have now been addressed, but refused to disclose what the delays were.

“I can’t go into it,” he said.

Heather Adams is the acting chief administrative officer, working a flexible three days weekly. The county’s director of planning and development, Scott Tousaw, is acting assistant CAO to provide background and fill in when Adams is not working. Both will report to council.

    Who is taking over for Darcy Marchaud ??
    I feel seeing as it is taxpayers’ money there should be more explanation than has been given as why they are still collecting a pay cheque.

    Sounds like a complete witchhunt – definitely small town mentality – this warden sounds like an arrogant individual – just an opinion – to which i believe we are all still entitled.
